Customer-specific exception with an All fallback

A company wants all Customer Shipment picks to build master units except for two customers.

1. Create a special Customer group configuration containing those two customers.
2. Order that configuration to be evaluated first.
3. If the Shipper does not match either customer, evaluate the next defined rule, if any.
4. Define an All rule to catch all other customers. </aside>
